Through investigation is was learned Crawford was traveling south on South Stream Road.  Crawford lost control of his vehicle and struck the rear-end of vehicle #2, before traveling off the west side of South Stream Road

 

Speed appeared to be a factor in this crash.

UPDATED PRESS RELEASE – Double Homicide / Arson Investigation – Townshend, Vermont

November 1, 2017, Townshend, VT - The Vermont State Police and the Windham County State’s Attorney have obtained an arrest warrant for Justin Orwat, age 46, of Springfield, Massachusetts for the offenses of Aggravated Murder and First Degree Arson.  These charges are a result of an ongoing investigation into the previously reported house fire that occurred on Friday morning, October 27th in Townshend, VT.  Orwat is currently being held at the Hamden County (MA) jail on unrelated criminal charges.

 

On October 27, 2017 at approximately 0934 hours an emergency E911 call was made by a resident from Shirley Circle in Townshend, Vermont.  The caller reported hearing an explosion and that the residence at 163 Shirley Circle was on fire.  At approximately 0942 hours another emergency E911 call was made by a resident on Hazel Hill, Townshend VT.  Hazel Hill is adjacent to Shirley Circle and the caller advised that 163 Shirly Circle was fully engulfed with fire. Fire Departments from Townshend, Grafton and Dummerston responded to these reports. 

 

Responding fire departments observed two vehicles in the driveway of 163 Shirley Circle.  First responders contacted the Vermont State Police to advise that it could be possible there were people inside the burning residence.  Members of the Vermont State Police Field Force, Arson Investigation Unit and Bureau of Criminal Investigation responded to the scene.   Once the fire was extinguished, emergency personnel members located two unidentified deceased bodies in the burnt wreckage.   The bodies were transported to the Office of the Chief Medical Examiner for post-mortem examination and identification.  On Saturday morning, the Office of the Chief Medical Examiner contacted detectives to advise that preliminary examination revealed that both victims had sustained gunshots.  This was not immediately apparent to investigators on Friday due to the condition of both victims from the fire. 

 

Detectives with the Vermont State Police Major Crime Unit and Bureau of Criminal Investigation Unit commenced a criminal investigation. Initial investigation to include interviews with suspected next of kin family members has led to the preliminary identification of the two victims; Steven Lovely, age 43, and Amanda Sanderson, age 35, both of 163 Shirley Circle, Townshend, Vermont.  Confirmation of their identities is pending due to the condition of their remains as a result of the fire. 

 

The Office of the Chief Medical Examiner has ruled homicide as the manner of death for both victims.  The cause of death for both victims was determined to be gunshot wounds.

 

On Saturday, October 28th, Members of the Vermont State Police Crime Scene Search Team and Arson Investigation Units began processing the fire scene for evidence.  This process has continued each day since and is ongoing.  The State Police have been assisted by the Federal Bureau of Investigation (FBI) and the Vermont Fish and Wildlife with the scene processing. 

 

Over the past several days detectives have continued to investigate and in doing so, have interviewed associates and family members of both Lovely and Sanderson.  Detectives determined that Tami Orwat, age 38 and Justin Orwat, age 46 both of Springfield, VT were both associates of Lovely and Sanderson and were believed to have recently spent time at the 163 Shirley Circle residence.  Detectives discovered that on Friday night, 10/27/17, Justin Orwat was arrested by police in Springfield, MA on outstanding warrants and that he remains incarcerated in Massachusetts.  Detectives located Tami Orwat and she told detectives that she and Justin Orwat were with Lovely and Sanderson during the night of Thursday, 10/26/17 into the early morning of Friday 10/27/17.  Tami Orwat provided detectives with details of a dispute involving Justin Orwat and Steve Lovely at the 163 Shirley Circle residence that occurred Friday morning.  Tami Orwat implicated Justin Orwat in the shooting of Lovely and Sanderson and in the intentional burning of the residence before they left together. 

 

Detectives are working closely with the Windham County State’s Attorney’s Office and the Office of the Chief Medical Examiner.  This investigation is ongoing and scene processing continues at 163 Shirley Circle.  The Vermont State Police has received substantial assistance from law enforcement in Massachusetts to include the Springfield Police Department and Mass. State Police in addition to several agencies in Vermont to include Bellows Falls Police Department, Vermont Division of Fire Safety, Vermont National Guard and ATF.  On Tuesday, 10/31/17 an arrest warrant was obtained from Superior Court Judge Michael Kainen, for Justin Orwat on charges of Aggravated Murder and First Degree Arson.  This warrant orders Orwat held without bail.  Authorities in Massachusetts have been notified of the arrest warrant as Orwat remains incarcerated there.  Arraignment date is to be determined.

SUMMARY OF INCIDENT:

 

Vermont State Police personnel, to include members of the Field Force Division, Fire Investigation Unit, Major Crime Unit, and Bureau of Criminal Investigation, continue to investigate the structure fire at 163 Shirley in Townshend.  Police were assisted by personnel from the Townshend Fire Dept and the Newbrook Fire Dept.

 

The log cabin residence was heavily damaged by this fire and is a complete loss.

 

Human remains have been located inside of the residence.  The identities of these two individuals has not been confirmed at this time, and the remains have been transported to the OCME in Burlington for autopsy.

 

At this time, the cause of the fire has not been determined.  This remains an active investigation.  Anyone with information about this incident should contact the State Police.

Vermont Route 100 near Harwood Union High School in Duxbury is blocked by a jack-knifed tractor-trailer and is impassable. 

 

There is a tow-truck on-scene that is working to clear the roadway, although there is no current estimate on how long this will take.  Motorists will need to find alternate routes for the time being.

SUMMARY OF CRASH: On 12/12/17 at approximately 0533 hours, VSP Westminster received the report of a single vehicle crash on Interstate 91 in Guilford. Upon the arrival of Troopers, it was determined that vehicle #1 operated by Arsich Predrag was traveling northbound at approximately 40 miles per hour. As Predrag traveled up a moderate grade, his vehicle lost traction and fishtailed. Predrag’s vehicle left the traveled portion of the roadway and overturned. The vehicle sustained totaling damage in this crash. Predrag sustained facial lacerations and bumps and bruises. Predrag refused transport to a local hospital for treatment. During the roadside investigation, it was determined that Predrag did not have insurance on his vehicle as required by Vermont law. Predrag was issued a VCVC for this violation. Guilford Fire Department, Rescue Inc. and Affordable Towing assisted at the scene.

Road with injuries.  Upon arrival the State Police identified the vehicles as an

ambulance operated by South Royalton Rescue and a Nissan Maxima.  Operators of both vehicle sustained minor injuries and were transported to Dartmouth Hitchcock Medical Center for treatment.  Troopers were assisted by Fish and Wildlife Wardens and Sharon Fire Department. This crash remains under investigation.

SUMMARY OF INCIDENT: On 12/11/2017 at approximately 1107 hours, the Vermont

State Police were notified of a crash at the railroad crossing on Coventry

Station Road in the Town Coventry, Vermont. It was reported a truck failed to

stop for train that was preceding through the intersection.

 

While a trooper was responding to the scene, it was reported the truck left the

scene heading east on Coventry Station Road. No initial description of the

vehicle was given. It was reported the truck was leaking fluids and smoking.

 

Vermont State Police, Orleans County Sheriff’s Department, Border Patrol and

Newport Fire Department responded to the scene. Investigation revealed an older

model, darker colored, Ford Superduty with a utility bed struck the train

causing damage and left the scene heading east. Neither the conductor or the

engineer were injured.

 

A trooper later located the truck involved in the crash on Moulton Road in Brownington,

hiding behind large shrubbery. Investigation revealed the operator was Aaron Horner of

Derby. Horner was cited for leaving the scene of a crash and driving license criminally

suspended (DLS). Horner was also not injured.

 

Coventry Station Road in open and free of debris.

On 12-11-17 at approximately 1:40 pm, the Vermont State Police responded to a vehicle crash on Green River Road in the town of Guilford.  Upon arrival, it was determined that an operator of a Ford truck with a snow plow incorrectly exited the Covered Bridge on Stage Road and struck a parked vehicle.  During the crash investigation it was determined that the operator of the Ford truck, Gene Zambon was showing signs of alcohol impairment.  As a result, Zambon was asked to perform Field Sobriety Exercises.  Subsequently, Zambon was arrested for DUI and processed at the Westminster Barracks.  Zambon was released with a Citation to appear in Windham County Superior Court.

SUMMARY OF CRASH: On December 11, 2017 at approximately 1336 VSP Williston Troopers responded to the report of an injury collision on Interstate 89 in Colchester. Upon arrival the vehicles involved were located on both sides of the interstate. Flares were put down on the highway to warn motorists of the collision and to slow down. Investigation revealed that the two vehicles involved sideswiped each other while traveling south. The cause of the collision is still under investigation.

 

While a secondary responding Trooper was placing additional flares out for the above collision, a second collision occurred. There were no injuries in the second rear end collision. Troopers remind citizens to use caution upon seeing red flares in the road. Anyone who may have witnessed vehicle#2 (a White Subaru Outback) traveling south on Interstate 89 prior to the above collision is asked to contact Corporal Andrew Leise at VSP Williston 802-878-7111.

 

Troopers were assisted at the scene by Colchester Rescue, Mallett’s Bay Fire Department, the Department of Fish and Wildlife, and Inspectors from the Dept. of Motor Vehicles.

Traffic on Interstate 89 south, between Exit 17 (Chimney Corners) and Exit 16 (the Costco exit) is substantially backed up due to vehicle crashes that are blocking at least one lane.  Troopers are working to keep traffic moving through the remaining lane, but backed up traffic is causing delays.  Motorists are asked to find alternate routes.  Motorists are also remined to avoid using the U-turns to avoid the delay, which can cause additional crashes and further delays.

On 12/8/17, the Vermont Drug Task force arrested Malcom Chappel for the Sale of Heroin, Sale of Fentanyl, Sale of Crack Cocaine, and Possession of Fentanyl. The arrest came as part of an ongoing investigation in Windham County. Chappel was ordered held on $15,000 bail and lodged at Southern States Correctional Facility. Chappel will appear at the Windham Superior Court Criminal Division on 12/11/17 to answer to the charges. The Vermont Drug Task Force was assisted by the Brattleboro Police Department.
